The public opinion is an significant support which can ensure scientific andrationalization decision-making. The form and content of public opinion expression isan foundation which can ensure public opinion truly enter into and Orderly operationof all aspects of policy. Throughout the Education policy specification, process,environment and value. Based on the above reasons, the research problem of thispaper is how to express the public opinion and express what, in order to solve theproblems of education, and the public opinion reflected in policies, through the wayof educational policy. Existing literatures about this problem are little and short ofsystematic. This article will be on the basis of logical theory division, the paper is notonly a clear form of classes, enriching the democratic decision-making of educationpolicy and put forward countermeasures workable, but also provide a theoreticalreference for educational decision-making and provide guidance for the community.To collect and analyze the materials of the approaches by means ofliterature search method, questionnaire method, case study method. To establishdivision standard of education policy, In terms of this criterion, to found existedproblems and reason of the form and content of public opinion expression ofeducational policy, so as to put forward to relevant countermeasures which adjust andimprove the form and content of public opinion expression of educational policy, Thefull text is divided into four parts:Chapter1is the introduction.Chapter2is the establishment and analysis of classification basis of the formsand content to public opinion expressions of educational policy. This chapter firstestablish classification basis of the forms and content to public opinion expressions ofeducational policy. classification criterion of the forms of public opinion expressioninclude Procedural and the expression, active and passive expression, positive andnegative expression and rational and the irrational expression.Chapter3is the current problems and causes of the forms and content to publicopinion expressions of educational policy, The chapter will used classification basisto related interview and questionnaire, to analyze the present situation of form andcontent to education policy public opinion expression, existing gap and difficulties inreality. Chapter4is countermeasures improving the forms and content to publicopinion expressions of educational policy, In terms of the existing problems putforward the corresponding suggestions.
