With China’s transition from the planned economy to the socialist market economy as well as the gradual improvement of the latter, the role of professional education has become more and more prominent in social and economic development. It is of great significance, therefore, to establish and better the modern professional education system that suits the economy and the society well on the basis of the blueprint of China’s national strategies of invigorating China through science and technology and rejuvenate the country by trained personnel.The status quo of the coexistence of the shortage of labors reflects the considerable gap between the present development of professional education and the needs of the market. The fact that the development of professional education can hardly meet the demands of society and the market remains the core issue of the development of the professional education in China, and a major obstacle to it.The cooperation of schools and enterprises, as an efficient way of the development of professional education, is not always under the ideal conditions due to the difficulty in the coordination of mutual benefits on the same level and the shortage of ways of communication. Through the study of the dilemma of the cooperation of schools and enterprises we may find out that one reason is the insufficient participation of gilds as a main body. Although the importance of gilds to professional education is recognized, the gilds have obviously lost their positions in real operation and just participated in professional education in a very limited scope and to a very restricted extent, leading to severe problems of role mala-adjustment. The restrictions such as role confusion, role contradiction and role gap prevents gilds from playing a leading role. Compared with German gilds, who have been participating professional education with various identities, the impacts of gilds to professional education are apparently weak.Among the various factors that prevent Chinese gilds really participate in professional education, the obstacle of the system is absolutely one of them. The excessively big proportion of the impacts of the government in China’s present professional education system stops other social organizations and entities from participating. We can learn from the research fruit of the New Public Administration and the Third Department that at the historical period of the reform and bettering of the social and economic systems in China, and the crucial moment when China advocates the establish of modern professional education system, the important role of social organizations like gilds in professional education should be brought into full play. Gilds are expected to adjust their roles rapidly and be the assistants, civil servants, experts, partners and supervisors of professional education and other entities, taking part in professional education from all levels and perspectives, making sure the cooperation of schools and enterprises goes on well, and promoting the faster development of professional development at the new stage.
