Research On The Innovation Of Sports Public Service Policy In Chongqing From The Perspective Of "delegating Power, Delegating Power And Serving"

With the successful convening of the 19 th National Congress of the Communist Party of China,it is clearly emphasized that we should "vigorously promote the development of national fitness activities,and realize the goal of building a powerful sports country as soon as possible".At the Fifth Plenary Session of the 19 th CPC Central Committee,it was emphasized that "we plan to implement the long-term task of socialist modernization in 2035 and become a sports power and healthy China".Therefore,strengthening sports construction is related to national economy and people's livelihood.In recent years,the national fitness activities in Chongqing are in full swing,which has achieved a breakthrough compared with the past.The number of people who often participate in sports and the per capita stadium area are increasing,and the scale and added value of sports industry continue to grow rapidly.However,because the development of local sports is not long,there is still a certain gap between the developed provinces and cities in terms of infrastructure,sports industry scale and competitive sports performance.Based on the achievements of Chongqing's sports development in recent years,this paper analyzes the challenges faced by Chongqing's sports development in the future.Combined with the theory of policy science and the theory of serviceoriented government,based on the combination of theoretical data and visits,this paper focuses on the analysis of Chongqing's sports public service policy since 2015 from the perspective of "decentralization,management and service",and puts forward some suggestions There are some problems in Chongqing's sports public service policy,such as the lack of overall planning in the top-level design,the need to further deepen the reform of sports operation approval,the lack of sound supervision and management mechanism,and the lack of industrial support.Based on the experience of sports related public service policy in Shenzhen,Shanghai and Zhejiang Province,this paper puts forward the overall planning of strengthening sports public service policy,There are three suggestions to establish the sports industry supervision and management system and implement effective industrial support policies.Under the background of deepening the reform of "deregulation,management and service",we should provide beneficial reference for improving the sports public service policy system,further stimulate the vitality of the sports market,give full play to the leverage role of the diversified integration of sports industry,and boost the high-quality development of sports in Chongqing.
