Education is the basis for the revitalization of a nation, is the soul of a nation’s progress. As the foundation of education, compulsory education has played a vital role to empower the people’s basic knowledge and skills to shape people’s health and personality psychology. China is a big agricultural country, so the rural compulsory education is the foundation of the rural compulsory education will have a direct relationship with the nation’s future. Compulsory education has strong external benefits, so it should be classified in public goods, be allocated by the government and be invested by public expenditure burden. Although the state has continued to increase investment in rural compulsory education for years and has plagued the development of it, due to ignore the development of rural compulsory education for many years, there are many problems about rural compulsory education.The paper has conducted a study of public investment about rural compulsory education in China by the route the public finance theory. Public goods theory, public finance theory, and compulsory education theory are discussed and analyzed, which is the theoretical basis of the research for public investment.Second, the paper has analyzed the history and current situation for public investment policy about rural compulsory education, especially the change of policies and measures about rural compulsory education since China’s reform and opening. The current situation about China rural compulsory education funding public investment has also been researched, the problems such as the insufficiency in investment, the unbalance in investment, the unbalance of main body structure in investment and the opaque information are the main factors to affect social progress and fair.Third, the paper has introduced the advanced experiences of European and American countries, and pointed that the upward transfer of main body, a modest separation of responsibilities and rights and stabile investment increasing are major trends in Europe and the United States investment in compulsory education management.Finally, to resolve the problems, the paper has provided some countermeasures and suggestions from the aspects of the input mechanism, transfer payments, sources of funding, social supervision and legislation.
