This paper, based on the economic theory of public goods and externalities, analyzes the investment in our rural compulsory education explores the investment in our compulsory education and the development of overseas compulsory education. It also studies the problems existing in the investment in our rural compulsory education analyzes the reason for these problems and results, and put forward possible strategies that follow:The first part, Chapter three, is about the history and development of compulsory education and some successful experience from foreign countries. This part has made an objective analysis of two stages of our rural compulsory education and has reached the revelation by comparing the investment into and the development of typical foreign compulsory education: the investment in education compulsory should rely on the governments at all the levels and the development of compulsory education should depend upon sound legal system.The second part, Chapter Four and Five, raises and analyses some problems. This part makes an analysis of some problems existing in the investment in our rural compulsory education such as insufficient investment, unequal allocation of funds and inefficient use of funds for education. And it finds out some reasons like selfish behavior of economic man, more opportunities for externalities, unreasonable system for financial investment, neglect of tardiness of compulsory education and consequences from insufficient investment in rural compulsory education.The third part, Chapter Six, comes up with corresponding measures through analyzing the theory foundation of our rural compulsory education and realistic conditions. The measures are: to heighten correct understanding of our rural compulsory education, raise national financial investment in education, make and enact the Law on Investment in Compulsory Education as soon as possible,...
