Ever since the promulgation of "Guidance on Pay for Performance in CompulsoryEducation Institutes" in2008, the performance related pay for teachers has attractedincreasing attention. Implementation of pay for performance brought many new problems tocompulsory education schools; also put a higher demand for school administrators and themajority of faculty. It is meant to improve organizational performance and continuouslyimprove the school management, aiming to stimulate the enthusiasm of the majority of facultyand staff work. If contradictions are intensified and operations are unreasonable in the processof implementation of pay for performance, then things may go athwart.In this paper, the background of the implementation of performance management in thecompulsory education schools, trying from education, psychology, education, managementscience, economics point of view, with the qualitative research methods, analyzed their prosand cons in the actual operation of the process analysis. Especially tries to conducting aresearch for the most representative performance management system "pay for performance"system in the implementation process and results of the primary school. Junior high schools ina district of Tangshan, for example, on the basis of relevant theoretical background brieflydescribe the implementation of pay for performance and the performance appraisal process,studies on the attitude and behavior of school administrators and faculty, all helped to find outthe reasons affecting school performance and school development, and a relative in-depthdiscussion on these matters are carried out. Through case studies, this paper reveals thatimplementation of pay for performance brought many new problems to compulsory educationschools, and it offered appropriate countermeasures and solutions to these problems whilecomparing successful examples in foreign countries with the status quo of domestic reform.This paper includes four parts:Part1is the introduction, literature review, thesis background, purpose, meaning, method,innovation and important concepts.Part2is the first chapter. It analyzes several models of school management, especially toperformance management and the important relationship of them.Part3is the second chapter of conducting research focusing on the "pay forperformance" system in the implementation process and results of the primary school. Part4is the third chapter, the corresponding countermeasures combined with the statusquo and the multi-party experience.This paper has certain positive meaning in its research on pay for performance problemsin elementary schools and their countermeasures. With special attention to policy formulationand implementation, the attitude and behavior of the manager and managed, this paper aimedto seek truth from facts, identified the root of the problems and analyzed these real problemsfor offering the appropriate solution, in order to supply a useful reference for the futureperformance of the wage distribution and school management, and even for the educationreform in compulsory education schools.
