The monitoring and safeguard of the teaching quality in the secondary vocationalschools is an activity, whose aim is to improve the teaching quality. This activity is based onthe school and its whole member. The process is the object, which includes the input,procedure and the output. In order to ensure that every section and the final result can achievethe previous goal, it will regard the school regulations as its criterion. Thus, we should collect,analyses, feedback and improve the basic teaching qualification, the control of every sectionand the consequence.In the secondary vocational schools, if you want to improve the students’ quality, youmust enhance the teaching quality first. The monitoring and safetyguard is an effectivemethod to improve the teaching quality. Our scholars have made large quantities of research,but the number of the technical secondary education is small. However, it is more special thanother forms of education. Thus, we can’t copy other school systems, which don’t fit thetraining aims of the technical secondary education. Faced with these problems, we shouldcarry out the specific research, realize the actual situation, announce the existing problems,and come up with the relevant policy and suggestions so as to provide good ideas for themonitoring and safetyguard in the technical secondary school.I have adopted the literature, the comparison and the investigation to research themonitoring and safetyguard of the teaching quality in the secondary vocational schools.According to the analysis to the literature, the system contains the thorough content and thesmooth mechanism. The content element is made up of the input, the process, and the output.The analysis to the input calls the input element, including the material input and thepersonnel input. The process element which contains teaching preparation, teaching courseand practice and tutorship,practice and tutorship is the core to the monitoring and safetyguardof the teaching quality. It is also the most important and difficult section. The output element,including the students’ learning quality and social output quality, is the last section whichforms the teaching quality and the development. It is the last performance of the teachingquality. The mechanism consists of the objective system, the organization system, theinformation system and the regulation system. The objective system which includes the school criterion, the target of the training to the talents and the standard of the teaching quality,is the guide to the activity. The organization system is made up of the duty, the institution andthe member of this activity. There are colleges, departments, research departments, teachersand students. The information system which is made up of the collecting system, theanalyzing system, the feedback system and the controlling system, has the responsibility tocollect, analyses, feedback the teaching information. The regulation system is a criterion thateveryone has to obey in the teaching course. It includes the teaching regulations, the teachingexamination, the teaching estimation and the feedback.In order to know this activity, I have made a survey on the secondary vocational schoolin Hebei province. According to interview on some teachers and students, the comparisonamong the schools, as well as the practical operation of this activity. I have made a survey onthis institution and the personnel arrangement, the foundation, the operation, the monitoring,the feedback and the application. There are some problems. First, there is a deviation on theunderstanding to this activity, which people are not active to carry out. Second, the monitoringand the safetyguard to the teaching quality are ignored. The system of the monitoring and thesafetyguard to the teaching quality itself also needs to improve. People regard the manner ofworking as formalism. Finally, the feedback and the application on the estimated results areunreasonable.In order to completely carry out this activity, I have some suggestions. Firstly, we shouldbuild up the complete content system, which is directed by the general and developmentalconception. Then, it is necessary to set the wholesome institution, which can effectivelyorganize this activity. Thus, according to the unique feature of this activity, we can establishthe standard system and regulations. Finally, it is important to choose the scientific andeffective feedback which can fully carry out the working and help the estimated personnel.
