On Problems And Countermeasures To Peasant-workers’ Vocational Skills Training Of Construction Industry In Hunan Province

With China’s rapid and sustainable development, the process of urbanization has come to a new stage. Large scale of rural labor force is transferred into construction and some other industries, which meets the great demand of labor force in modernization and becomes an important force to promote new urbanization. On the other hand, prosperous construction industry has made the talents crisis more prominent.Little of peasant-workers, working as the fresh troops in construction industry, has received enough technical training, which results in their poor cultural base, weak safety awareness and low technical ability. Of all the provinces in China, Hu’nan does well in the training of peasant-workers. It first put some policies about training of peasant-workers into practice, and is populaorized all over China as "Hu’nan Model".This thesis, using the Literature reading comprehension method, investigation method, comparative analysis method and so on, takes technical schools and peasant-workers in construction industry as the main objects of study, and explores the current training situations, demands and its implement.Based on the above facts, deep problems and reasons are probed, and some effective measures have been put forward.This thesis mainly focuses on the following points. Firstly, analyzing the current training situations and demands. Secondly, analyzing the problems and its deep reasons in the training of peasant-workers.Based on the restriction factors of the training,this paper mainly analyzes the two aspects from the following three aspects:technical schools, peasant-workers and public administration, Including the policies, awareness,the role of government and the standards of training.Thirdly, perfecting the policies for the training of peasant-workers from the following points:arousing their awareness for skills, strengthening the effects of related policies, innovating the guiding mechanism, providing enough money and optimizing the teaching resources and so on.This thesis will not only perfect the training system for peasant-workers in construction industry, but also provide some useful preferences for implementing the training project of peasant-workers in Hu’nan.
