Vocational training of peasant workers is an urgent demand to promote the development between cities and countryside and build a harmonious society. The party's congress says that "coordinating economic and social development in urban and rural areas, the construction of modern agriculture, developing the rural economy and increasing peasants'income is a major task." It is a major strategic decision-making made by the CPC Central Committee. The decision-making is according to the development of China's economic and social characteristics and the principal contradiction of the times. And it devotes itself to breaking through urban-rural dual structure, speeding up industrialization and urbanization, narrowing the gap between workers and peasants, the urban-rural gap and regional disparities. And the purpose is to achieve sustained, rapid and healthy development of the economic and social and the development of a well-off society. In order to achieve the coordinate development of urban and rural areas, it is necessary to solve the transfer of the rural surplus labor force. Thus it will not only narrow the gap between urban and rural areas but also promote economic integration in urban and rural areas. The vocational training of peasant workers is an important step and a key link that can promote the development of the urban and rural areas. Therefore, discuss discusses the implementation of vocational training policy and operational issues according to the vocational training of peasant workers. In order to achieve effective implementation of the vocational training policy and establish the protection mechanism for implementation of the policy. As long as government grasps the implementation of policy on all aspects, the vocational training policies of peasant workers can be implemented smoothly and effectively. In this paper, I will combine the vocational training of peasant workers with the related theories to research the issue of vocational training of peasant workers policy from the perspective of the administration. It has a theoretical and practical significance. This paper will make use of the analysis method that combines theory with practice and the combination of qualitative and quantitative research method to explore the theoretical and practical experience through the extensive literature in the vocational training of peasant workers and investigate the status of vocational training of the peasant workers, Jintang County of Chengdu. The useful experience and the difficulties of vocational training from Jintang County of Chengdu will be analyzed emphatically. Under the harmonious environment between cities and countryside, the regular about policy implementation will be explored.According to the realistic situation, the status about vocational training of peasant workers and the policy implementation are not optimistic in China. Although the party and government provide the policy support for vocational training of peasant workers, it still has some problems that can not fit the specific conditions in the process of policy implementation. It is a good method that will analyze and promote the policy from specific aspects, such as vocational training institutions, training funds, training forms and contents, and training resources, to ensure the policy implementation.The problem about policy implementation of vocational training is solved mainly through the analysis that contains the process of public policy implementation and implementation mechanisms apart from the social structure of China's urban-rural dual. First of all, the publicity about the.policy of vocational training is not enough to increase peasant workers'understanding about vocational training policy and improve the efficiency of vocational training that peasant workers join in. It has a bad influence on police implementation. Second, the problem is analyzed from specific implementation of measures of vocational training policy, including vocational training institutions, training funds, training forms and contents, training resources, etc. And the deficiency of policy implementation can affect policy implementation badly. Finally, the effective guidance and supervision about the implementation of vocational training policy will be analyzed. After the implementation of the policy, there are many non-standard behaviors and phenomena because of the lack of the necessary guidance and supervision. So it's necessary to strengthen the guidance and supervision. The government of Jintang County, Chengdu, views vocational training of peasant workers as an important carrier to promote and carry out employment in urban and rural areas. And guided training, vocational skills training and entrepreneurship training have been paid close attention to so that the Jintang characteristics have established in the aspects of ideas, measures and effects. Job training has made huge achievements, the government has won the National "Advanced county on the transfer of rural labor force", Sichuan "Labor training centers", "Labor force in poverty-stricken areas training base", "Demonstration county on the work of labor" and so on. In the course of vocational training of peasant workers at Jintang County, government established and improved a series of effective work mechanisms, such as ensuring the quality of training, enhancing the effectiveness of training, optimizing services, create a new way of job training, and so on. It promoted the work of vocational training to enter a virtuous circle orbit.At the end of the article, it concludes the countermeasures that can ensure the smooth implementation of vocational training policy:First, from the institutional environment of the policy implementation, the institutional and policy division of urban and rural areas need to be broke as soon as possible. The management of urban and rural employment structure and the integration of the social structure should be established gradually by the promotion of the progressive integration of urban and rural labor market, reform of the employment system and the elimination of barriers to peasant workers.Second, from the main body of the policy implementation, the government action about implementation of the policy needs to be strengthened. And it is necessary to clear the responsibility of the Government, strengthen the leading role of the Government and establish an effective working mechanism.Third, from the object of the policy implementation, the security system of policy implementation should be constructed. And it is important to improve peasant workers'enthusiasm through a variety of incentives.
