The paper chooses a method of human resource management, which is competency, tostudy the competency model’s construction and verification of community workers. It is toprovide effective theories and scientific methods for the community selection, training andperformance management.The research is on the basis of literature review. Firstly, this research builds thecompetency model of community workers preliminarily by behavioral event interview (BEI)and job analysis. According to the model, the researcher designed the forecast self-evaluationquestionnaire of community worker’s competence. Then the study uses the exploratory factoranalysis for the preliminary results, obtain6competency factors of community workers andcompiled the formal competency questionnaire, completed the model validation.The results of the paper are:(1)The competency model of community workers consists of6features: personalcharacteristics, interpersonal understanding, achievement orientation, initiative,communication, learning development.(2)The questionnaire of community worker’s competency, which designed by theresearcher to inspect and verify the competency model, is developed with firm reliability andvalidity.(3)The competency model of community workers is different from the Spencer’scompetency model of management personnel and service personnel on developingsubordinates, customer service, organizational commitment, conceptual thinking, teamleadership.(4)Based on the difference comparison of the competency factors of community workerswho are on different demographic characters, it is found that the competence of communityworkers has certain effect on age and education background. There are no significantdifferences on gender and position category.
