Due to historical reasons, development of our national fundamental education isunbalanced, which is inconsistent with our requirement of building Socialist harmonioussociety, also inconsistent with international and national basic requirements of fundamentaleducation. Citizens should have equal opportunity to get education, which is emphasized inboth the Universal Declaration of Human Rights of UN and the Education Act of the P.R.China. In the National Outline of Medium and Long-term Educational Reform&Development and in the Opinion of Implement of Balanced Development for CompulsoryEducation of the Ministry of Education, there clearly declare that compulsory educationshould be developed in balance. Therefore, it’s a shared concern of politicians, educators andscholars for researching how to fulfill balanced development of compulsory education,especially how to fulfill in between schools of a district or from different districts.This article is to research situation of compulsory education development of PengjiangDistrict, Jiangmen city. By using field surveys and comparative analyses, here the articledeeply analyzes the problem of unbalanced development of compulsory of the Pengjiangdistrict. It will discuss the following issues causing these problems, such as changes ofpolicies of equal education, the effects of schools pursuing benefits, incomplete managingsystems, lack of self-development and unbalanced resource distribution. This article will alsodraw lessons from foreign practice of balanced development, and base on this, we recommendwe should pay effort on both inside and outside schools to develop in balance. While buildingenvironmental structure for schools, the local government should lead to standardize policies,integrate and support weak schools, conduct flow of principals and teachers between districts,distribute student resources and build up estimating standards of educational diversity. Andthe government should make use of power from communities and social organizations. Forinstructions of structure inside schools, the government should focus on internal modification,such as building up system of development reports, helping teachers to improveprofessionalism, extending recessive educational resources, pursuing diversified studentdevelopment. This can improves quality of education and decrease diversity.This article is to draw managements’ attention of compulsory education to realize the situation of unbalanced development, here we suggest solutions and hope they are helpful forenriching theories of balanced development of compulsory education. So as to promote ournational development of fundamental education, as well as providing feasible and practicalreferences and suggestions for fulfilling balanced development of compulsory education inPengjiang district, Jiangmen city.
