Nowadays, severe unbalance exists in the allocation of teachers in compulsory education, which exerts great influence on our strategic objectivity and process of the balanced development of compulsory education. Therefore, we should promote the balanced allocation of teachers in compulsory education in urban and rural areas. This essay aims to analysis the impetus and impediment of the balanced development of compulsory education in urban and rural areas from the unique perspective of the related interests among the government at all levels, the school of compulsory education in urban and rural areas and the teacher of compulsory education.The content of the essay falls into three parts for elaboration.The first part, the first chapter, expounds the theoretical foundation of the research. It mainly expounds some basic theories such as the product-attribute of compulsory education, the feature of basic public service of compulsory education and the status of teacher civil servant of compulsory education in urban and rural areas. The theories provide a theoretical foundation for further elaboration.The second part mainly analysis the three stakeholders in the balanced development of teachers of compulsory education in urban and rural areas, namely, the government at all levels, the school and teacher of compulsory education in urban and rural areas by using the stakeholder theory in economics. Because the three of them have different demand of interests, so we analysis the cause and negative factor of the unbalanced allocation of teachers in compulsory education in urban and rural areas from their own interests.The third part, the conclusion, put forwards some comments and suggests based on the above theories and analyses.
