| The compulsory education system is the important symbol of the modern human civilization,and it is also the centralized embodiment for citizens in every country to guarantee their basic rights and pursue the justice,democracy and righteousness.The balanced development of the compulsory education is the basis to realize the fair education and harmony society.To reasonably allocate the public education resources,especially in a balanced way,is the key to promote the balanced development of compulsory education.How to ensure the balanced allocation of compulsory education teachers is the important issue for many countries.As the largest-scale country of compulsory education in the world,China has regarded the quality improvement and balanced development of compulsory education in regions as the key of the basic education in the new century since the nine-year compulsory education system was popularized in the late 20th century.From the perspective of the world,China’s compulsory education is an important part of that in the world.To study the development of its allocation of teachers is not only the way for China’s education to go to the world,but also the opportunity to absorb and learn the allocation experience from the world.The thesis,taking the WZ County,Henan Province for example,explores China’s policies and measures of balanced allocation of compulsory education teachers in regions with the method of literature,analysis and comparison,survey and case study from the perspective of the international inspiration,in order to realize the target of high-quality and fair development of China’s compulsory education.The thesis concludes the following contents:In the first chapter presents the reason and meaning of the selected topic,introduces the current state of the balanced allocation of domestic and international teachers,and makes it clear the approach and method of the study.The thesis also summarizes and reflects the innovation and disadvantages of the study combined with the related materials and the several basic concepts such as "teacher resources","balanced allocation of the teachers",and "in county territory".The second chapter introduces the general situation of the teachers’ allocation in WZ County and summarizes the periodical features.The third chapter illustrates the policies and measures that China and WZ County have taken for the balanced allocation of teachers.The author also made the empirical research on the effects.Then the author concludes the existing problems of the balanced allocation of teachers in WZ County according to the results of the empirical research.The forth chapter aims to give the detailed introduction on the policies and projects that the United States,Japan and some countries have taken for the balanced allocation of teachers.The fifth chapter is the further reflection on China’s promotion to the balanced allocation of teachers in county territories combined with the policies that China has taken and the mature experience of the United States,Japan and France. |
