With educational reforms deepened carried out, School improvement had graduallybecome a hot research field of education. The school improvement review the whole schoolas the main body of the improved project, asking school itself playing the center role.However, the success of school improvement is carried out not only the persistent efforts ofthe school, but also requires the participation and contribution of a variety of outside forces.Along with the highlighting role of basic education in society, as a special open organization,the school development requires more and more involvement of outside efforts, among whichthe education administrative departments play as an important educational support role. Theschool improvement needs educational administrative forces.In addition, the administrative field proposes "new public management theory" and "new public service theory”, service administration has gradually renewed the concern of thesociety. Education, as a special social activity of training people, needs greater support ofadministrative department. So, playing service duties in school improvement is not just themission of the educational administrative departments, but also the practice demands of theschool itself.Service responsibility is not only an important duty but a special responsibility of theeducational departments, which is different from the control functions of today’s widespreadeducational administration. If educational administrative departments want to successful playthe role of "service provider", they should first clear the requirements of the serviceresponsibility and the specific patterns of behavior, then they also need to overcome thedrawbacks of the current educational administration, improved the behaviors which arecontrary to the nature of service. Based on the above discussed ideas, the article gives theclear characteristics of service responsibility by combining with many administrative theoriesand the practices carried out. Besides, the article also emphasizes the integration between theservice responsibility of the educational administration and the school improvement, whichtries to answer the question of “how to play service responsibility in the schoolimprovement”.Overall, the research train of thought is as follow: why should we choose the servicefunctions of the educational administration——what is the service functions of theadministrative departments of education——how to educational administrative departmentsserve the school improvement——how to educational administrative departments practically greater serve the school improvement. This Paper is divided into four parts: in the part ofIntroduction, introduces the importance why highlights the service functions of theeducational administration in school improvement, and also makes clear of the basis of thestudy using the currently existing theory and practices. The first part sums up the means andessences of service responsibility. The second sector outlines a blueprint for schoolimprovement which includes the educational administrative department supports the processof the school improvement, the school personnel, the service networks and the informationrepository. The third part is built on the basis of the current reality of the educationaladministrative departments by reflecting the lack of current educational administration.What’s more, this part also analysis the reasons behind the reality. The fourth section tries togive more effective strategies.
