The21st century is the era of competition for talent, if the hospital has a scientific and efficient training system, it has the sustainable development of human capital. The amount of business growth of the third hospital increased year by year since2008. The third hospital is in the expansion while the face of competition in the market environment, with the Central Hospital, the First People’s Hospital,three hospitals form the three pillars of the situation. The third hospital needs a set of comprehensive training system for staff sustainable development in short-term, medium-term and long-term planning, in order to ensure stable and healthy.By reference literature searches, interviews, communication method, questionnaires, data analysis, needs analysis model and training evaluation model to analyze employee training system for staff training needs, and to optimize the design and implementation of training programs, evaluate the effectiveness of training. Employee training status through the analysis of Third Hospital are found that the existence of the problem of training programs designed unreasonable, low learning atmosphere, lack of internal staff faculty, lack of training funds, expatriate learning less, imperfect information network technology、multimedia training and distance learning, through analysis of Hospitals staff training status from the hospital organization, job responsibilities, staff development perspective, different staff positions (medical technology system, the system of care, administrative systems, logistics systems, etc.), training content, in order to change the status, research medical institution staff training needs to find ways like expatriate hospital learning, post practice training, attendant training, the Commissioner responsible, external expert lectures, hospital training team training,video online teaching, self-study, simulated field training. The scope of this study includes the analysis of the competitive environment, the optimization of the training program, the training program for the implementation of the assessment and training program, the focus is the optimization of the training programs. This article from the background and significance of the research, ideas and methods of innovations such as first a general description in order to good understanding of the article for the readers. And literature are reviewed in this paper. Systematicly analysized the research status of training at home and abroad. Second, from training needs analysis to find employees exists a gap between the knowledge and skills attitudes, based on the different levels, different job title of employees to develop different training needs, different training programs need to choose the right training method, as well as staff from different departments and different job titles of employees need to design different training programs to illustrate the optimization of the training program. Finally, through the evaluation and implementation of training programs optimized, analysize the practical operability of the training program.The analysis found that the requirements of the technical skills of the grass-roots more than management capacity requirements; middle level shuld develop technique and management; senior need high professional skill requirements, and high management capacity must be strengthened. In view of this, the design of training programs based on three levels of the seven systems of internal medicine system in medical, surgical, emergency department system, ancillary departments, nursing and administrative system, logistics system,and three level including beginner, intermediate, advanced level. Design includs the objectives, content, methods multifaceted. The implementation of the training program and the analysis of the effect of transforming the medical institutions to improve the training system, enhance staff quality, improve the medical professional and technical level of significance and practicality. For other medical institutions seeking an effective, common training system, and directly or indirectly create economic benefits,play an exemplary role and reference.
