Resarch On The Social Assistance System Of Disabled Persons Of The Less Developed Areas In China

As a stabilizer and security net of the social security system, social assistanceprovides the very fundamental security service for the vulnerable groups. Social assistancewith disabilities is an integral part of social assistance, with the continuous improvement ofsocial security systems, the disabled, the construction of social assistance system has beennot only attached great importance to all levels of government, but also caused widespreadconcern in academia and society. However, compared to developed regions of China, thedevelopment of social assistance system is also lagging behind in less developed areas. Theestablishment and perfection of social assistance system of persons with disabilities in lessdeveloped areas will be benefit for improving China’s social security system andpromoting the balanced development of social welfare systems in different parts of China.The thesis studies people with disabilities in underdeveloped areas of social assistancesystem and sees Yunnan Longling as a typical case. The main content of papers dividedinto six parts: The first part describes the background, meaning, goals and ideas, researchmethods and the status of research; the second part defines and analyzes of the coreconcepts of social assistance for persons with disabilities, and proposes the theoreticalframework of social assistance system for persons with disabilities; The third part seesYunnan Longling as a typical cases in order to analyze the status of social assistance withdisabilities in less developed areas of China; the fourth part uses the methods of publicpolicy analysis, analyzes the effects of implementation of the social assistance system withdisabilities in less developed areas, and focuses on the disabled minimum living securitysystem and the disabled poor policies in less developed areas; the fifth part studies thetarget model of perfecting system of social assistance with disabilities in underdevelopedareas, and analyzes the feasibility of target mode from three aspeces of theory, practicalexperience and financial capacity; the sixth part is the reform path of social assistance withdisabilities in less developed areas, such as building unified and dynamic classification of a combination of rescue mode; increasing financial investment of government; building oneof the ternary model; clearing division of responsibilities; raising the level of socialassistance; strengthening management system and promoting both hard and softconstraints.The thesis sees Yunnan Longling as a typical case, and bases on a large number ofdata analysis, conbines the disabled of living conditions of Longling and social assistanceneeds survey of people with disabilities to analyze the effects of implementation of thesocial assistance system with disabilities in less developed areas, what is more, it revealsthe problems of the low level of social relief system, ignoring the special needs of personswith disabilities and exiting regional differences in different areas.At last it proposesreform program which increases the minimum living standards of persons with disabilitiesand establishes a special focus on poverty reduction policies with disabilities.
