Figure cognitive is one of the component of children’s mathematical learning activities. Inclusion education environment provide opportunities for special children and normal children together, Universal design for learning provide technical support for inclusion education as a technical tool. This research use universal design for learning to design learning materials of the way of computer presentation compare with kindergarten figure cognitive learning materials, it is to explore learning effect of mental retardation and normal students using different learning materials under inclusion education.In this study, using the principle of the fell back test to test the Intermediate glass children of three kindergartens in Harbin Learning square, rectangle, triangle and parallelogram according to children’s cognitive characteristics and learning ability Initial test using learning materials of the way of computer presentation; after three weeks, using kindergarten figure cognitive learning materials again, find out the gap in result between the children with mental retardation and normal students.The conclusions are as follows:using universal design for learning to design learning materials of the way of computer presentation is better than kindergarten figure cognitive learning materials at every stages as follow:; there is an obvious difference in kindergarten figure matching, it is not obvious difference in figure identify and figure naming. using universal design for learning to design learning materials of the way of computer presentation the same sex, there is an obvious difference in kindergarten figure cognitive learning materials with mental retardation and normal children, it is not obvious difference in learning materials of the way of computer presentation. Which makes education recommendation as follow:using Universal Design for learning effectively to promote the development of inclusion education; digging universal design for learning to promote inclusion about different type children; concerning individual from sex to promote inclusion overall.
