In the late1980’s, under the influence of Social Inclusion, China government began to promote the Inclusive Education Model of "Learning in Regular Class" for the exceptional children, which aim to set the model with Chinese characteristics. Actually, as one of the most vulnerable groups, it is hard to ensure the normal education rights for the exceptional children.Based on the analysis of six cases of X institution, the author will discuss the existing problems of exceptional children education from the social exclusion perspective. Further, the author will definitely discuss three factors, namely, education system, social culture and social network in exceptional children education through the "Social Exclusion Interactive Framework". Finally, the author discusses the roles and functions of social work in the exceptional children education.The study discovered that "Empowerment&Inclusive Model" can effectively reduce social exclusion through resource integration, environment improvement and capacity building in exceptional children education. The exceptional children can also benefit from the social work intervention, which will promote the interaction between the children and the social environment.So, the author thought social work intervention would be an effective attempt in the exceptional children education. We shall further discuss and explore the roles and tasks of social worker in the process, which shall help to build a social support system as well as a harmonious environment for the exceptional children. Meanwhile, we can also expand the social work in special education.
