In2006the newly revised Compulsory Education Law stipulates that: the StateCouncil and the local government should allocate the teaching resources reasonably,and promote the balanced development of compulsory education. The balance ofteachers’ resource is important guarantee and core for achieving compulsory educationbalance. Taking Minle County’s four boarding schools as an example, this paperanalyses the solutions of balancing the allocation of teacher resources in compulsoryeducation.Through some questionnaire, teachers’ interviews and analysis on the result ofthe surveys, the author analyzes the current situations and existing issues of theteacher resource in boarding schools and offers some suggestions and solutions forimprovement. This paper mainly includes the following parts:The First Part is Introduction. It mainly demonstrates the background, goal andmeaning of this paper. Then it summons up some studies both in domestic and abroadon teacher resource allocation and defines the related concepts.The Second Part is Analysis, which is about the current situations and the resultof questionnaire. It demonstrates some details about the current situations ofeducation in Minle County and teacher resource allocation in boarding schools. Thenit describes the process of questionnaire design implementation and the researchmethods, including reference, survey and investigation. At last, the author analyses theresults of questionnaire through the quantity and structure of the teachers.The Third Part is about Existing problems. It demonstrates some details onexisting problems in teacher resource allocation in sample schools of Minle County.The problems include a unreasonable Teachers’ profession structure, lackingprofessional teachers, the lack of life teachers and unreasonable age structure ofteacher. The reason for above problems is that: the number of students is graduallyreducing, the economic development in Minle county is weak, life teachers lackattention paid by schools, and the policy between urban and rural teachers isdifferent,.The Forth Part provides suggestions about teacher resource allocation in sampleschools of rural areas. Based on the situation of local schools and students’ demands, this paper offers some creative solutions in the following aspects: promoting thereform of personnel system, implement the employment of faculty in high schools andprimary schools, increasing the number of supporting faculty, strengthen themanagement of faculty, promoting communications between faculty to optimize thestructure of professional titles, and practicing management of the teachers quality.
