The teaching and research section is established according to the situation in china,including research and management for the integration of institutions, which serveseducation administrative departments at all levels leading the primary and junior highschool teaching as assistant. In the new basic education curriculum reform and accordingto “supporting and service” idea, We should be in the view of curriculum monitoring,andresearch on the value orientation, function location, structure building and operationprogram of the teaching and research section to make the teaching and research sectionrealize effective transformation. Value orientation is ‘guiding landmark’, functions confirmpositioning, organization structure supports execution and implementation, and operationprogram offer the map to carry out functions and implement, the organic combination ofthem to complete the outline of the research and teaching section direction.In view of the curriculum monitoring, the function of the teaching and researchsection is to serve and support, rather than to administrate as traditional. The teaching andresearch section’s value orientation should adhere to the developmental teaching andresearch purpose, the democratic management pattern and the consultative teaching andresearch mode. In the leading of the value orientation, functions should be made concreteinto decision-making consultation, curriculum development, instructional leadership, andteacher development. Decision-making consultation should built a bridge betweencurriculum decision-making and curriculum implementation; curriculum developmentshould laid a ladder between the official curriculum and the teachers’ comprehendingcurriculum, instructional leadership should root in practice to strengthen the sense ofservice, teacher development should focus on the life and inject vigor into researches. Thestructure of the organization decides to the purpose.. In order to realize the “serve andsupport”, we need to organize the structure of the teaching and research section. Anorganization structure builds form three aspects: on the whole the administrative turning tothe professional, basing on the research to the new curriculum reform; democracy, development and negotiation leading the value orientation, creating an atmosphere of theprofessional organization development; two-way interaction operation program of theleadership and the execution, effectively playing the teaching and research of professionalleadership efficacy. Only in specific actions to implement does it realize the transformationof the teaching and research section in the true sense. In the leading of “people” as the coreof the standpoint,“support and service” idea, sustainable development and improvementprinciple, the teaching and research proceeds background information collection, theimplementation stage, feedback, and results using to operate, which four links iscirculating up. Use results to find problem, and test the rationality of results, use feedbackto make running programs improve continuously, which make the operating program haveitself-innovation and repair function.
