The course system engineering to be effective operation, not only need tocoordinate the internal factors, each system, but also need external support andassurance,namely,the important link to escort for the curriculum operation to monitorthe curriculum.When the new basic education curriculum reform steps into the ten years,we see the policy to call for it, but we can not see substantial progress in practicaloperation, in the new curriculum reform that gradually is deepening,in the curriculumoperation that is for lack of monitoring and a series of problems emerges, so it needs toestablish a course monitoring system.This study based on the view of the institution education, draw on the curriculummonitoring institutional experience from the abroad developed countries.In end of "thependulum",American monitoring institution is led by the official curriculum monitoringagencies, the semi-official curriculum monitoring agencies and private industryassociation "three carriages" flooding in hand,to give full play to the "two hands" effect,and reflect the characteristics of decentralization;And be in the other end of "thependulum",the French insists the centralized, and applies top-down curriculummonitoring tradition;In the middle of "the pendulum", English and Japanese curriculummonitoring institution embodies significant characteristics of "official manage andprivate operation" and "private manage and official help",however,anything has itshistorical basis, to rationally design our curriculum monitoring institurion, which weshould not only rationally absorb foreign experience and absorb.We still shouldunderstand where the curriculum monitoring institution are from? Now it in where? Andwhere do it go?The curriculum monitoring institution in China developes from thehistorical prototype of education supervision institution, the teaching and researchinstitution, and education evaluation institution to the reality development of the basiceducation monitoring center, which the inevitable trend is to establish clear curriculummonitoring institution, and make it become "eyes" of the basic education curriculumreform, to monitor the whole process of the curriculum operation, to ensure the effectiveoperation of the curriculum, to ensure the basic education curriculum reform deepening smoothly.In the base of the domestic and foreign research, in view of our new basiceducation curriculum reform, design curriculum monitoring institution respectivelyfrom the curriculum monitoring institution principle, contents, functions and operationto enhance the effect of curriculum operation and ensure the smooth implementation ofthe curriculum reform.As "the thermometer" of the basic education curriculum reform,the curriculummonitoring institution not only monitors the curriculum reform scheme,thedevelopment of experiment, and the curriculum implementation, but also puts "service"as its lifeline to monitor the implementation process, in order to achieve continuousimprovement.In addition, we should give full play to the monitoring and regulation,accountability and performance function of the curriculum monitoring institution, whichit is not just the technology performance, and is also the claim of institution, itsfundamental purpose to monitor the whole process of the curriculum operation, in orderto ensure the effective operating of the curriculum, to provide theory support of basiceducation curriculum policies to formulate and implement, ensuring the basic educationreform moving ahead on sail.
