From1640to1688, England carried out a bourgeois revolution, which marks thecapitalist system to replace the feudal autocracy and slowly identified and consolidated.From the sixties of the eighteenth century started Multinational capitalist industrialrevolution greatly promoted the bourgeois economic growth; at the same time itinevitably required new development of education. While the English bourgeoisrevolution ended with compromise of the bourgeoisie and nobility, the capitalist systemwas realized by coalition. It not only determined the color of English compromise offeudalism and capitalism in political and in ideological, but also made a fairlyfar-reaching impact to the English education.In researches of the English higher education, people usually mark theestablishment of Oxford and Cambridge in the12th century as its beginning. So far, theEnglish higher education has gone through800years of history. The overall process canbe divided into two stages, the stage of elite education from the12th century to the early1960s; the stage of popularization of higher education stared in the middle1960s. Fromthe perspective of historical evolution, it can be divided into five periods, namely, theperiod of the founding of classical university; the period of creating of modernuniversity; the period of initial development of modern university; the universitycontinued growth period and a unified higher education system formation period. TheEnglish government’s policies on education at different stages have differentcharacteristics. Along with the development of society, the related education policy alsois in ceaseless evolution. Especially in the industrial revolution and development, aswell as the two World Wars, the British education policy formulation has very bigeffected.English higher education plays a very important position in the international highereducation, is on behalf of development level of the international higher education. Theresearch topic of this paper is the development of English higher education and education policy evolution. This paper collates and analyzes changing education policiesand reforms with the proper philosophy and ideology, aims to explore the history of thedevelopment of higher education and the cause of policy evolution and long-termimpact on society. The paper is divided into three parts, introduction, body andsummary:The introduction part mainly pointed out the research significance of this topic, theresearch status at home and abroad, research thinking and method of writing as well asthe main content of the paper.The main body has three parts: the first part mainly introduces the history of thedevelopment of English higher education, namely it divides into five historical periods;the second part describes the status and role of government in university management;the third part focuses on the analysis of the evolution of English higher education policyand its reform process.In the summary part, the text was summarized. It also explores enlightenment andexperience and thinking which the English higher education development and reformcourse bring to us.
