The goal of education policy is the purpose,target and effect of the action taken by the government and the education administration to solve the educational problem or realize the demand of educational value.The curriculum policy objectives are dynamic and oriented.The past curriculum policy objectives directly affected the formulation of future curriculum policy objectives,and the formulation of curriculum policy objectives also affected the formulation of curriculum standards,the determination of teaching content and the choice of teaching methods.At present,the reform of higher education in Indonesia is in full swing,so it is urgent to clarify the goal of Indonesian higher education curriculum policy,but there was not much research on the evolution history of Indonesian higher education curriculum policy objectives,especially on the higher education curriculum policy objectives implemented since the new president of Indonesia came to power in 1968.In view of this,the author mainly used the historical research method to carry on the special research to the Indonesian higher education curriculum policy goal after 1968.According to the process of political reform in Indonesia and the remarkable changes of higher education curriculum policy objectives,the author divided the changes of higher education curriculum policy objectives after 1968 into three stages:first,the higher education curriculum policy objectives implemented from 1968 to 1993 were guided by strengthening the national ideology of Indonesian college students.At that time,the curriculum policy of higher education was faced with the problem of insufficient indoctrination of national ideological values.In order to achieve the policy objectives of higher education courses,the Indonesian government called for the introduction of subjects such as civic moral education,religious education,Indonesian education and so on.Second,the policy goal of higher education curriculum implemented from 1994 to 1999 was guided by the mastery of science and its applications.This is based on the importance of science and technology and the necessity of strengthening research in colleges and universities.Third,the higher education curriculum policy implemented since 2000 was guided by capacity-building.This is based on global competition and the demand of employers for college graduates.Indonesian college students need to master hard and soft skills.The evolution of higher education curriculum policy objectives after 1968 in Indonesia followed the logic from the political logic of national identity to the logic of mastering scientific knowledge and then to the educational logic of developing students.The following research enlightened us:(1)the formulation of higher education curriculum policy must be rooted in the national conditions of our country;(2)the curriculum policy of higher education needs to meet the needs of the continuous development of knowledge;(3)the realization of the policy goal of higher education curriculum must return to the development of students.
