Higher education is very important to a country’s economic progress and socialdevelopment. It is the inevitable requirement for China socialist market economic and socialdevelopment to improve the quality of Higher Education,as well as the key to trainhigh-quality innovative talents in China.The quality assessment of higher education is animportant means to promote the quality of higher education.Higher Education of China hasmany achievements,such as establish higher education evaluation system,the main purpose ofthe assessment of the quality of education has been reached and so on. However,because ofthe higher education evaluation system in China started relatively late,there are still manydeficiencies.For example assessment system construction need to improve,the theory can notmeet the needs of the practice.Higher Education Quality Assessment in American and England has a long history in theevaluation system construction.It has accumulated rich experience and the assessment systemis relatively complete.Therefore,it has a profound meaning to learn the higher educationquality assessment system experience from the American and England to improve with Chinahigher education quality assessment system.Firstly, the thesis analysis the basic theory of the higher education quality assessment andit is the theoretical basis for comparative research below;Secondly,the thesis analysis theAmerican and England assessment system development process and the main body of theassessment,the assessment procedures,and then it find out the internal logic of thedevelopment of evaluation system;Thirdly,the thesis analysis that the best way tocontinuously improve our assessment system is by analysis the underlying causes ofdifferences about assessment system in the U.S. and British and China as well as learn theassessment system construction’s experience from the American and England;Finally,thethesis put foreword the feasibility of countermeasures on the construction of China HigherEducation Quality Assessment System.
