In2001, the United Nations first puts forward "the21century is the century of ocean," and theproblem of marine research has become popular in the field. The Central Committee of theCommunist Party of China has proposed the "Implementing Marine Development" strategic plan,and the State council also has approved the national Marine economic development outline." In therace to marine country, developing the sea by talents and technologies will become the necessaryroad. Therefore, the ocean talents’ research and the cultivating of Chinese ocean talents have and thespecial value and significance in the new period. Marine talent policy not only conduct and guide thetalent affairs in our country, but also plays a far-reaching influence on the construction of marinetalents team. The central committee and all levels of governments has always attached greatimportance to the construction of the marine talent team, and issued lots of corresponding marinetalent policies. But compared with the demand situation of Chinese marine talent policy, we can findthe gap between the supply and demand of marine talent policy and display three aspects, such as,different levels, different contents, and different categorize. We try to analyze the reasons of thecontradiction between supply and demand of marine talent policy, in order to providecountermeasures to perfect our marine talent policy system.This article is divided into five parts.The first part basically is the theoretical analysis. This paper states the concept of marine talentspolicy and the theoretical basis. Marine talents policy is the policy of talents’introduction,training,using,flowing and inspiring that the state and governments at all levelsformulate the policy according to Chinese talent policies and Marine policy, in order to meet theocean’s sustainable development. According to the theory of personnel policy and public policy, thispaper puts forward the application to the research.In the second part, it analyzes the present situation of Chinese ocean policies and states theevolution stage of since the Founding.It concludes ocean talents policies’situation of their demandand supply form different levels,different categories and different contents.Part three finds that the Chinese ocean talents policies’ problems and causes, according to the present situation of marine talents policy, to find path for the improvement of our ocean talentspolicy.The fourth part focuses on analyzing the contents and features of marine talent management workin USA, Japan and Taiwan area, and attempt to summarize their experience of reference andenlightenment for us.The fifth part improves fore measures to promote the rapid development of Chinese ocean careerand realize the Chinese ocean talent policy system gradually improved.Firstly, we need implementthe existing marine talent policy and make the missing marine talent policies; secondly,we need tryour best to create the environment of humanities, legality and market for the ocean talents policy toguarantee the perfection of the system of ocean talents policy.
