Abstract:The Purpose of any assessment of a project is not simply to come to the ranking or conclusions, but to apply the conclusion for guiding previous work and overcome the deficiencies. The same is true to the purpose of performance evaluation in school information construction and educational technology applications. In face of the current situation that only focusing on hardware investment in the process of information construction in primary and secondary school, while ignoring the status of the application of modern educational technology. Only when attaching more importance to latter’s investment in related assessment, the information construction in middle and primary school can develop in a right direction.The research point of this thesis is the establishment of performance evaluation for the information construction and modern educational technology application in middle and primary school. By presenting the relativity to reflect the output-input ration between investment of information construction and the application of educational technology, the thesis aims to reach the goal of performance assessment. Applying the related theories, and combine them with the mathematic correlation model of information construction and modern educational technology application, we should seize the detailed contents of information construction and the application of modern educational technology in middle and primary school, so that the final correlation coefficient can fit the practical situation. The thesis also commences on the information construction in middle and primary school which include infrastructure construction, informatization resource construction, talents group construction, teaching application and informatization management; and also applying Delphi methods to integrate specialists’ suggestion so as to make the related index system more rigorous and persuadable. By doing so, is possible to provide theory basis for the following research.Combining the result of the project "Si Shu Yuan Chuan", it displays that correlation between information construction and the application of modern educational technology is generally low in middle and primary school. Through analyzing the statistical result and the spot survey, this thesis comes to a conclusion that the choke point to the application of modern educational technology is the teachers’ training. By properly extracting some capital from the infrastructure construction investment to strengthen the teachers training project, it can promote teachers’ accomplishment. So the country’s limited investment can be paid back to the maximum degree.
