On The Mission And Functions Of Social Work In The Grass-roots Social Management

In the current critical period of economic transition and social transformation, Our Party and State pay a great attention to enhance the social construction and social management, which is in a very important strategic position. The construction of a harmonious socialist society overwhelmingly requires to promote the innovation of first-level social management, which exists the difficulty and point of social management, and has become the hot topic in the field of academia and practical issues. Modern social research, leaded by the certain values and scientific spirit, and based on related expertise, is not only academic but also professional. It has the characteristics of basing on the grass-roots level, closeing to the masses, and providing first level service, which all of these can offer the new perspective and particular idea and fresh manner to social management innovation.In this research,based on case studies, field surveys, individual interviews and other research methods.This research is carried out around the historical responsibility of the innovation of basic social managementIt exists close logical connection between social work and grassroots social management innovation. Social work owns the individual helping-service function and social satble keeping function. The main task of the grass-roots social management innovation is the management creation of idea, manner and means. Both the two have internal interaction of instrumental rationality and rational consistency.A combination of case studies and interviews, analysis of the institutional type of social work and job class selected as the different intervention paths of social work in the mission and as a grass-roots social management differences, which found that:(1) whether by professional social work agency or social worker positions involved in grassroots social path, can achieve a better management objectives, which can effectively improve the level and effectiveness of the grass-roots social management;(2) different funding social workers and the different departments and areas the mission of social work with some differences, although there are differences but they all share a common mission, that is to help people help themselves and serve the community.(3) the social worker organizations are still a lot of problems:including a single source of funding, the problem of excessive dependence on government.(4) independent of the positions social workers are vulnerable to challenge the Government administrative constraints, mismanagement is the problem that exists in reality.
