"Why are our schools still cultivate outstanding talent?" This is the famous "Qian of the question.""Qian of the question" has become China’s education sector, academia and other sectors of hot topics, but also the public are generally concerned about the urgent need to solve a matter of people’s livelihood, but difficult to answer the problem. How to develop outstanding talent in the end, the cultivation of outstanding talent in the end what conditions are required? It has become the country down to the community of experts, scholars and research focus. Now the solution has been proposed to implement "school to the Chief" of the; are concerned about the "types of higher education reform"; have advocated "teacher-building"; have suggested "bigger, stronger and higher education," the; have advocated " To link up basic education and higher education,"the; have to implement" people-oriented Everest plan "; also advocated improving teacher-student ratio, one to one teaching, we can see, the current research community to develop the focus of a large outstanding people some are on the higher education, are all aspects of higher education to discuss how to reform the existing education system, enrollment of students under the outstanding talent to develop into. Around the ancient and modern scholars, we, never only the "active" talent, hard to find "passive" is also taught. Therefore, only when a people’s initiative to be fully played out, and then with the proper guidance, nurturing atmosphere to foster outstanding talent. And reasonable diversion of education benefits "subjective person" to appear.At present, China’s higher education has entered the "popular" phase, but because education is not reasonable within the shunt, leading to the emergence of many problems in reality,"shortage of skilled workers" and "excess students’ co-exist. This paper analyzes Switzerland, Singapore, Germany and other countries and the impact of education policy of segregation, education and diversion to find a reasonable growth of talented people made a great contribution. This diversion from the educational point of view, to choose the overall grasp of perspective, with "people-oriented," the theoretical framework for the cultivation of talented people to study, to identify the factors that affect training, has important theoretical and practical significance. This study mainly uses the research methods:literature research method, content analysis, comparative study.The text is divided into six parts. The first part is introduction, leads the research questions and research significance; second part the concept definition; The third section describes the theoretical basis of the diversion of Education; Part IV focuses on Switzerland, Singapore, Germany, the current educational triage system, and outstanding talent cultivation; fifth part of our country’s education system and educational diversion policies, patterns and the status quo, leads to many practical problems caused by the unreasonable diversion of Education, as well as the impact of culture on our outstanding personnel; part VI explained the significance of educational streaming personnel training, and make recommendations to optimize the streaming to strengthen the cultivation of outstanding talent.
