A Study On Present Status Andcountermeasures Ofthe Social Assistance For Rural Poor Family

Under the influence of the urban-rural dual system, the gap between town and country in china is constantly widening, and there are still many poor families in rural areas.Establishment and improvement of the social assistance system in rural areas should help poor people to alleviate the difficulties of life, medical care, hooling, etc.,and to improve the quality of their survival,life and development, but also conducive to social harmony and stability and the stability of the state,which is also related to social stability and development.On the base of studying the relative theories and achievements about the social assistance for rural poor family, and combining the reality of Huangpi District in Wuhan city,through using historical literature research, investigation research and individual in-depth interiview,the present paper anylize the the current state of social assistance in rural areas,such as the survival status of poor families on social assistance policies cognitive, socialassistance needs and behavioral orientation, access to the content and channels of assistance, the evaluation of the social assistance policy to,etc. as well as an analysis of the status quo of poor families, recipients, recipients of awareness of needs and self-helpand so on.It was found out that social assistance in rural areas is still in so low levels that can only maintain rural poor most basic material needs;The rural poor family had narrow channels to get social assistance information,and lack of multiple effective social help and support forms.The poor family needed the living and medical assistance most because of their special living conditions.So the recommendations should focus on the social assistance policy to improve the standard of social assistance.According to the status of rural social relief system in Wuhan City, this paper analyzed the measures of the rural social assistance policies, achievements and shortcomings, and pointed out that the effectiveness of social assistance policy in the rural of Wuhan had not achieve the desired effect. Then the author put forward recommendations and countermeasures to improve the rural social assistance system. The ahthor’s suggestions to deal with the problem are as follows:If we are to enhance the level of social assistance in rural areas,we should promote combination of direct payment and indirectly aid,as well as improving the standard of social assistance.we should also stablish and improve the rural social assistance system, and improve the relief of human resources, strengthen the cooperation of the rescue department.And at the same time,we should coordinate of government and civil society assistance, rectify and regulateg the order of the social assistance. As the professional social workers are the mainstay of social assistant work, we should make it possible for them to contribute all they can.From social perspective, the purpose of the rural social assistance is to improve the living conditions of disadvantaged groups, to help them sharing the fruits of social development, and to promote the harmonious development of society. The rural social assistance is a long-term and systematic project, which requires a government-led, community support to complete.
