Education Fairness is the cornerstone of social justice, the extension of social equity in education, and the foundation of constructing Socialist Harmonious Society. This article systematically analyzes the basic connotation and property of value of the fairness of rural compulsory education in China, and expounds the idea that education fairness is the basic starting point of government incentives. The writer expands discussion successively around three questions:under the perspective of government incentives, what is the fairness of rural compulsory education; the status quo, problems and causes of unfairness of rural compulsory education; and how to realize the fairness of rural compulsory education.This paper bases on the present situation of rural compulsory education in Nanzhang country, Hubei province by applying the basic theories, viewpoints and methods of education fairness as the guides and the incentive mechanism as the research angles. Government incentive mechanism, as a positive action that government realizes education fairness, embodies the essential attribute of government functions in our country. To see education fairness from the perspective of incentive, it can be better reflected that the fairness value of compulsory education pursuits internal integration with government responsibilities. By using theoretical and empirical methods, the paper fact finding Nanzhang rural compulsory education fairness and the current situation of government incentives, through the education of compulsory education workers subjective assessment of the fair, analyzes the rural compulsory education fairness to the system environment evolution, the rural compulsory education fairness policy of implementers motivation, the external environment of government incentives, analyzes the associations between the rural compulsory education fairness and government incentives. The writer argues that, the main reasons of rural compulsory education injustice are the lack of educational systems and from which the absence and imperfection of the extended policies. On the basis of these, this writer proposes corresponding countermeasures and recommendations, so as to narrow the gap in education, promote fair education.
