Higher vocational college students have high skills and applied talents, who are the force of advancingnew-style industrialized construction our country. Their ideological and moral quality is related to theChina’s socialist cause, related to the construction of a harmonious society. Then, how do the studentsimprove their moral quality and make it meet the social requirements? Their world outlook, values andoutlook on life are not stable. So they are facing the confusion of the development direction naturally. Sincethere is a choice, there are problems with right selection and wrong selection. To achieve the right choice,besides the internal cause which plays a determining role, the external guidance and incentive isindispensable. Then how do we fully give play to the students’ qualities evaluation incentive and guidance?This paper begins analyzing the higher vocational college students’ ideological and moral qualityevaluation structure from the effective coupling among the structures to analyze how the currentideological and moral quality evaluation system work.Although our current ideological and moral quality evaluation system has been improved more thanthe previous years, such as the evaluation of the function transferring gradually from summative evaluationto the formative evaluation, the evaluation process developing from passive waiting for evaluation to activeparticipation evaluation, the way of evaluation transferring from a single evaluation to pluralistic evaluation,these promote effectively the development of evaluation functions on certain level. But there are manyeffective factors restricting the students’ moral quality evaluation function in the current evaluation practice,including ignoring the characteristics and development requirements of the Vocational College Students’Ideological and moral quality, paying attention to Summative evaluation and ignoring formative evaluation,paying attention to quantitative evaluation and ignoring qualitative evaluation and so on. Therefore, wemust effectively play the role of students’ Ideological and moral quality evaluation. We should firstly facethe problem which is discussed. on the current evaluation system.Then, how do we optimize the current ideological and moral quality evaluation mechanism?,We canfind a breakthrough from the reality that the evaluation conclusions cannot be accepted for students andsearch for the optimal way of evaluation mechanism, then divide the training target on the Vocational College Students Ideological and moral quality into several levels. Then we can determine the differentevaluation criteria according to the actual characteristics and development requirements of the differentstage, different levels of students’ ideology and morality so that the students continue to make ownbehavior rectification in a suitable evaluation target guidance and encouragement and promote their moralquality. At the same time, that we should play a role of the effect of the guidance and incentive ofevaluation depend on the characteristic of the higher vocational college students ’ Ideological and moralquality, which we just didn’t do well in the evaluation practice. In view of this, we can take a hierarchical,phased evaluation way to achieve the optimization of the objective evaluation mechanism from the highervocational college students moral quality evaluation.To illustrate the evaluation mechanism optimization value, this article finally expounds the practicaleffect of the students’ ideological and moral quality evaluation at different levels and a phased takingZhengzhou Vocational College of Industrial Safety as an example.
