With the constant deepening of China’s educational reform and the deepening of the quality of education as an indispensable element of school education---art education increasingly play a unique role in the rapid development of the community, the advancement of the pace of integration of schools in Hebei District and the warm hopes of parents, the good intentions of the education policy-makers and the deep desire of the students’demand that art teacher team building, management should be strengthened.The paper uses Tianjin No.2Middle School as an example of surveys. It conducted in-depth research, questionnaires, interviews and case analysis on the team management of Hebei District’s junior high school art teacher, to the full understanding of school art education, art teacher situation, analyze the existing practical problems, as well as the reasons for some phenomenon, refining the art teachers in the practical level, the main problem, and propose solutions strategy. Results show that the Hebei District junior high school art teacher, team management has achieved some success in practice, but the improvement of the art teacher chromatography, the selection of personnel and overall rational distribution, the art teacher effectiveness of the management,, effectiveness, efficiency, art teachers’ability to play and active mobilization, as well as the construction of the art teacher evaluation system, there are still some problems.For the above findings, the author summed up the problem, propose solutions strategy: First,. Strengthening the management idea, perfect management mechanism.Second, Focus on management methods, outstanding management efficiency.Third, Optimization of management means, management process.Fourth, Improving the evaluation system, perfect assessment mechanism. Fifth, To broaden the management way, enhance the management level.This article is divided into four parts. The first part describes the background, the reasons and importance of scientific management to the junior high school art teacher in the context of this new era. The second part analyzes the current situation of the management to the junior high school art teacher in Hebei District, Tianjin,which was summarized through surveys, questionnaires, interviews. The third part describes and analyzes the problems which exist on the management of junior high school art teacher in the Hebei District, Tianjin.
