Research On Improvement Of University Counselors’ Professional Capabilities

The2004’s Suggestion on Enhancing and Improving Ethic Education Among University Students (often known as No.16Document of Central Government) released by the State Council of People’s Republic of China has been emphasized seriously by related departments of all levels, which has succeeded in providing powerful support for improving professional quality of university counselors, doing related academic researches and carrying out daily training. As a result, university counselors have achieved significant improvement in professional quality, professional discipline construction has accomplished progress and more related academic researches have acquired considerable results. Moreover, President Hu Jintao raised three expectations known as "Three Combinations", which referring to "combing academic study with ethic improvement, innovative thoughts with field studies as well as comprehensive development with characteristic cultivation" to all Chinese youth in his speech during the100th Anniversary of Tsinghua University, which also provided intensive directions to improve quality of higher education. Based on years of practice, it is quite obvious that continuous enhancement of university counselors’ professional quality and working capability should be regarded as assurance to better education and achievement of ’Three Combinations". Consequently, the improvement of university counselors’ professional capabilities has become one of the most important problems that require urgent solutions when it comes to one of the most crucial stages of the establishment of perfect professional university counselors’ working system.With such background as mentioned above, this thesis comprehensively reviewed related domestic and oversea researches then made thorough study of the improvement of university counselors’professional capabilities from five perspectives. First, this thesis elaborates on related concepts about improvement of university counselors’ professional skills. By introducing definition and characteristics of "professional", the thesis reviews the origin and development of university counselor as a profession in China. After fully differentiating the concept and characteristics of "capability", this thesis comprehensively elaborates on the concept of "professional capability" and theoretical foundation of its improvement then raises the concept of "university counselors’professional capabilities" and its improvement. Second, this thesis expounds the necessity of achieving improvement of university counselors’professional capability from three perspectives including national development, university development and personal development of university counselors themselves. Third, this thesis brings up the design for model of improvement goals of university counselors’ professional capabilities, which tries to establish the pyramid model of current Chinese university counselors’ professional capabilities so that set practical standards for the improvement. Fourth, based on the significant progress of university counselors’ professional capabilities since the release of No.16Document of Central Government, this thesis objectively analyzes current problems and reasons in the improvement of university counselors’ professional capabilities and summarizes three bottlenecks that restrict this improvement including unreached social agreement on care and support, imperfect university institutions of related guidance and encouragement and insufficient consciousness and practical efforts of university counselors’ themselves. Finally, this thesis analyzes methods for improving university counselors’ professional capabilities in current Chinese society, providing three suggestions summarized as "firming thoughts and adhering to principles so that creating beneficial public opinion and social agreement","updating notions and improving environment so that establishing stimulating sound institutions and assurance system" and " planning scientifically and implementing classifiably so that enhancing university counselors’self-consciousness and subjective efforts"...
