The autonomous right of primary and middle school is precondition of the development of primary and middle School. As the institution of basic education, whether schools have autonomous rights will decide the vitality and the potential of its development and influence the whole system of education and the progress of student and society. However, in the practical condition, the reality is not optimistic. The research on autonomous right and the thought of the strategy in assurance of autonomous right are very important.Based on the combination of qualitative research and quantity research, this paper mainly uses questionnaire and interview to get comprehensive understanding of the autonomous right of primary and middle school in the case of one district in Huai’an Jiangsu province.Firstly, based on the meaning of autonomous right of primary and middle school, the paper discusses the definition, range and classification of autonomous right of primary and middle school and the related details in the policy document.In the second part of the paper, the author researches the practical condition of autonomous right of primary and middle school in three aspects. Research on the autonomous right of running a school is from consciousness of autonomous right of schoolmasters, autonomous right of enrolling new students, autonomous right of funds and autonomous right of bringing in new teachers. Research on the autonomous right of teaching is from the autonomous right of teaching, the autonomous right of teaching research, autonomous rights of managing and valuating students and so on. Research on autonomous rights of learning is from the freedom of selecting time, ways and contents. The conclusion of research shows schools have partly he autonomous rights and the influences from the educational department are indirect and invisible. The problems in the autonomous right of teaching are inflexible setting curriculum and pressure of taking examinations. The problems in autonomous rights of learning are low conscience of rights and insufficient times and contents to select in the result of pressure of examinations.The last part of the paper is some thoughts based on the research. The thoughts on strategy to protect the autonomous rights of primary and middle school are mainly from three aspects. In a word, I hope the paper can do some contributions to the assurances of autonomous rights of primary and middle school.
