Research For Campus All-in-one-card Project Management Ability Of The Northeast Petroleum University

The coming of information age promotes the construction of digital to go constantly. The campus all-in-one-card project is an integral part of digital campus and an application achievement of information technology; it is in accordance with the thinking of the digital campus, and it integrates existing and the new various application systems in campus, provides a unified identification and electronic payment services, and can realize the convenience of "one card in hand, walk all over the campus" in campus. In recent years, with the continuous progress of information society the pace of information on campus construction of Northeast Petroleum University is also in process of continuous advancing and gets plentiful achievement. Since2010, to improve the service quality of teaching, research, learning, life and other aspects of teachers and students, Northeast Petroleum University promotes information level of management decision-making of school and effectively integrates each information systems data to make Northeast Petroleum University building a digital campus, and decides to build all-in-one-card systems based on digital campus. At present, the development of campus all-in-one-card project of Northeast Petroleum University mainly focuses on the research of technology development and operational mechanism ect, however, the management of project is basically in the initial exploration stage, and is not yet mature to its own measure of its management.This paper is based on the theory of the domestic and foreign relevant research, it carries on the management capability study of the campus all-in-one-card project of Northeast Petroleum University by the way of combining the quantitative and qualitative analysis and theoretical and empirical methods. First, establishing the evaluation index system of the campus all-in-one-card project of Northeast Petroleum University from the six aspects of the early-stage management of projects, project design and planning management, project organization and management, project management, management of project acceptance, late in the project management and the ability to maintain six areas according to the principles of the scientific, feasibility, comparability, rationality, simplicity and comprehensiveness.Second, determining the final management capability evaluation index system of the campus all-in-one-card project of Northeast Petroleum University by applying the SPSS software to filter the factors, and determining the weight of each evaluation index of management capability of the campus all-in-one-card project of Northeast Petroleum University by using the ANP method. Then, carrying on a comprehensive evaluation on the management capability of the campus all-in-one-card project of Northeast Petroleum University by using the expert scoring method according to the ambiguity and complexity of the management capability of the campus all-in-one-card project of Northeast Petroleum University. Last, putting forward the promoting strategy from the six aspects of emphasizing on the capabilities of early decision-making management, consolidating the capabilities of the project design and management, continuing to improve the management capacity of the project organization management, strengthening the management capabilities of the project implementation constantly, strengthening the project acceptance management capabilities constantly, focusing on strengthening the maintenance and management capabilities of the post project.
