The performance evaluation and distribution system has been carried out in the city of Zhongshan since2004. According to the spirit of the document,all of the primary and secondary schools drew up corresponding performance evaluation and distribution programs,but great differences came into being on account of different evaluation criterion of performance evaluation. When it comes to horizontal comparison of teachers’ wage from different schools, strong emotional fluctuation appeared among teachers. After the announcement of the document The Guiding Idea of Implementing Merit Pay in Compulsory Education Schools, allocation scheme was revised. Even the problem have been solved, new issue comes. So it is indispensable to carry out a systematic study of teacher performance evaluation.This paper, from the analysis and introspection of reality, is based on the concept of "developing" and unified thought,as well as the care of teacher evaluation work. It claims to give all sorts of evaluation methods to the meaning of development, to promote teachers’ professional growth and development as the highest purpose for evaluation, and advocates exploring a suitable way of teacher evaluation instead of a way of all purpose and modeled according to the specific circumstance and physical condition.This paper introduces the first round situation of teachers performance evaluation, and analyzes the main problem that existed in implementing the teachers performance evaluation in L school. Research from the public opinion assessment shows some problems, such as the defective performance evaluation indicator system, and evaluation criterion which is lack of scientific standard and inflexible evaluation body. Furthermore,by making a deeper probe into this characterization, problems head above water such as the lack of accomplishment, practical experience and ineffective supervision and feedback. The author makes a reform proposals about the performance evaluation,which emphasize the completement of the key evaluation index,the construction of evaluation team, and encourages teachers to join the establishment of module goals as well as completing the feedback and review supervision mechanism, In addition, after carrying out some useful actions such as followed the completed standard, sticked to normative procedure, carried out diversified and assorted reformation and adjusting feedback, schools were found to be a new look with a good trend of development. The honor of the school followed one by one with the integrated development of teachers and students’ quality, the steadily improving teaching quality, the continuing developing soft ware and hard ware equipment. The completed performance evaluation system of teachers helps to improve the professional competence constantly. Schools began to go to progress,and the research of teachers performance evaluation achieved satisfied effects in L primary school.
