On January1,2009, the national compulsory education schools have begun to carry out teacher performance pay. There are many factors would affect the evaluation in the teachers wok, such as independence, autonomy, complexity, creativity, delayed effectiveness. So we could not evaluate the teacher’s work only relies on the distribution in market economy. And we should consider the teacher’s behavior and process when the one in their own work. The evaluation of the teacher performance pay is a comprehensive evaluation which should combine the teacher’s behavior and process. The main purpose in the evaluation process is that we can use the method to strengthen the professional ethics, increase the enthusiasm of the teachers’ work and teaching performance, and promote the professional development in teacher’s daily work. In this article, I analysis numerous result on the teacher’s pay in performance evaluation study in foreign and our country. Through the actual investigation of six schools in Yinchuan, I further research the current status on the teacher’s performance pay in education system. The main content contain many considerable things in evaluation which contains the purposes, the evaluation, the evaluators, the satisfaction and the role in evaluation. And I found out many problems in the evaluation of teacher’s performance pay in these six schools in Yinchuan, such as arbitrariness in evaluation point, lack of scientific, the method and process is machinery, lack of feedback and communication, and the system in management wages is not scientific. The main reason is that the leader in school doesn’t have the accurate cognition in evaluation process. So the method and the process in evaluation process are not so appropriate. The compulsory education of school in Yinchuan doesn’t have a complete management system in the evaluation of performance pay. According to the previously described, I proposed an optimization strategy in the evaluation of performance pay in Yinchuan. From the purposes and principles of the compulsory education teacher pay for performance evaluation system, I constructed the system of evaluation point in the evaluation method, and improved the evaluation of performance pay process. Finally, I expound the specific recommendations in the rational application of the evaluation result and implementation of pay for performance.
