This essay reviews the evolution of the charge policy of Chinesehigher education. And on the base of discussing the human capital theoryabout family higher education, this study focuses on the factors ofinfluencing higher education investment intentions of rural poor families.It takes the way of questionnaire and interviews, and divides theinvestment intentions of Shandong families into four levels(elementaryschool, junior high school, technical secondary school, senior highschool and university)to compare. This paper makes a comparative studyon the higher education investment intentions between poor families andwealthy families.On the base of analyzing the factors of influencing higher educationinvestment intentions of rural poor families, using economics andpsychology knowledge, this study analyzes the current situation andblindness of higher education investment. This study finds that most ofthe families choose to invest higher education for their children andtheir investment intention has the obvious blindness. The factors ofinfluencing investment enthusiasm are economic conditions, children’study result, bound intend and parents’own idea.In reality, the government, school and families need joint effortsto avoid the blindness of higher education investment with rational andscientific attitude. Firstly, the government should slow down the paceof higher education fee, and perfect the regulations of fundingimplementation, and guarantee of university graduates by means of takingcorresponding measures. Secondly, the school shall sized up the situation,set up and optimize the training mode of professional talent, and buildsthe employment guidance organizations to provide the correspondingguidance for graduates. Thirdly, poor families should correct attitude to investment rational and choose investment direction rationally,according to family status and Children’level.
