Chinese Urban And Rural Poverty Population’s Sustainable Livelihood Issues Research

"Poverty" is a social problem of which human society has always been concerning. Historically, the war between humans and poverty has never stopped. With the rapid development of society, human beings already have a highly developed labor productivity and abundant material wealth. However, with sustained growth in the total economy, and the improvement of living standards, society has intensified the problem of poverty, widening gaps between rich and poor.In order to alleviate poverty, countries established the social policies based on income generally.The establishment of the traditional policy plays an important role as the protection of the basic livelihood of poverty group, and China is no exception. Anti-poverty policy in China has been committed to constantly improve the minimum living standard security system based on social assistance system to protect the basic needs of the poor. However, with the development of social and economic, the traditional social policy did not alleviate the problem of poverty, on the contrary, poverty intensified. Based on the above environment, this thesis suggests that, in the traditional social policy, income, consumption, expenditure as a standard measure of poverty, but not establishes a long-term dynamic mechanism to help poor communities. They can only "maintain" poverty, not out of poverty. Therefore, improve the social policies based on income; at the same time establish the development-oriented social policies basis of assets construction. Let the poor communities become self-reliant, using their own development strength to get rid of poverty. The social policies based on income and the development-oriented social policies based on assets construction function together, and use the sustainable livelihoods to solve poverty problems.In fact, the social policies based on income to solve the poverty problem is very effective in the short term, can help the poor temporarily overcome difficulties. Now that need to do is to build on the social policies based on income and the development-oriented social policies based on assets construction together, according to Chinese special situation, help the poor gradually out of poverty status.
