Poverty alleviation through education is the fundamental approach to root out poverty and discontinue its intergenerational transmission in less developed areas and people.It is also the core measure to end poverty in China.At present,China has basically succeeded in eliminating absolute poverty and bringing about a moderately prosperous society in all respects.However,relative poverty will remain for a rather long time,and poverty alleviation through education will continue to provide power and incentive for China’s rural revitalization.Developmental social policies emphasize the development of people and society,and poverty alleviation through education policies is required to reflect the developmental social policies.This paper first collated and analyzed the present situation of domestic and foreign related research,used Midgley’s social policy framework for development to study the effectiveness and existing problems of China’s education poverty alleviation polices in terms of productionism,welfare diversification,and social investment through policy text analysis and semi-structured interviews.On this basis,suggestions on how to improve education poverty alleviation policies during the relative poverty governance period were put forward.Research found that China’s education poverty alleviation policies basically conform to the characteristics of social policies for development.However,there are some problems in the formulation of policies,certain issues,however,still exist in the design,content and implementation of policies,including: the neglected psychological problems of students;the incomplete supporting laws and supervision mechanisms;the undefined objects covered by the policies,combined with indefinite powers and duties of multiple responsible agencies;low per capita investment by social capital;and insufficient participation of underprivileged families in skill trainings.Thereupon,corresponding countermeasures and suggestions are raised in this Paper in three aspects: to pay more attention on the sustainability of education-based poverty alleviation policies,guide professional social workers to apply psychological intervention to objects supported,and strengthen supervision on education based poverty alleviation work;to unify all efforts related to education based poverty alleviation initiatives,encourage participation of objects supported,and well define functions,duties and responsibilities of different responsible agencies;and to increase investment of both financial and human resources in education based poverty alleviation initiatives by improving relevant policies.
