A Research On The Reform Of System Frotier Inspection

In the development of the frontier inspection of PRC, continous structural reforms have been taken place alongside,which makes an intesrsting phenomenon.The last reform was the nine-pilot-city Professionalization in the year of 1998,the frontier inspection sectors in those cities changed from active service system to profession system. However, frontier inspection branches remains the active service system elsewhere, which makes“one country,two systems”in terms of frontier inspection in our country, particularly two systems exist in the same province like Hainan, Guangdong and Fujian. It has been over one decade since the reform have been taken place, the“two systems”thing couldn’t meet the growing demands in social and economic filed.To solve the question, this article attempts to analyze and research the evolvement of frontier defence inspection system, especially the comparative study of the two types of frontier defence management systems, i.e., active service system and profession system, refers to the relevant state and regional managerial systems, takes advantages of the public management theory on the reform of governmental executive management and concludes that the changing from active service system to profession on is the aim at development of frontier defence inspection system.This paper is divided into six parts. In Chapter One, it discusses about the origin of the question, defines the operation significance of the research, reviews the literature references and sums up the research method employed. In Chapter Two, an introduction is made to the China frontier defence inspection system, including the concept and historical reform, define the system between active service and profession service. Chapter Three first analyzes the development and evolvement of the governmental executive management, then discusses about the three executive management modes, summarizes the evolvement of the China governmental management mode and finally, based on the route selection of evolvement of the management modes, proposes an independent perception on the reform of managerial system of frontier defence inspection. With respect to relevant cases, Chapter Four makes an analysis to the two present types of frontier defence management systems, i.e., active service system and profession system, and states the necessary change of active service system to profession system. Chapter Five is to concern with the relevant state and regional managerial conditions on the exit and entrance inspection and sums up their characteristics for reference accordingly. Chapter Six is an evaluation and also a prospect on the reform of professionalization.
