Exit and entry frontier inspection work with strong policy, Foreign-related, again with economy, closely related to people’s livelihood.Since the 21st century,with the development of Chinese economy and the improvement of the comprehensive national strength, the entry and exit travelers are increasing in recent years. For example, in pudong airport, the pudong airport immigration (including crew members) to the total number of 21.76 million in 2011, rose to 24.61 million in 2013, is a breakthrough 30 million mark in 2015,.The total number(including crew members) increased nearly 40% in five years. And with the sharp increase of entry-exit personnel in the new period, the Chinese mainland at present entry-exit frontier inspection system still holds on the beginning of the founding principles of careful inspection. Surge in passenger flow and backward frontier inspection system has become the new period the principal contradiction of the entry and exit frontier inspection work.This paper analyzes the present situation of the entry and exit frontier inspection system in our country at present, comparing other countries in the world the mainstream direction of entry and exit frontier inspection system, combined with Chinese national conditions, proposed a unified staffing, unified management, specific functions in the reform of the entry and exit frontier inspection system, the method of reason, and the basis of the theory subject for example the public management, administrative science and the jurisprudence,fully combined with the current actual situation of exit and entry, aiming at service and control, to explore the optimal entry and exit frontier inspection system reform plan.
