Performance appraisal is one very important part in human resource management of Chinese People’s Armed Police Force. Armed Police Force concluded and constituted lots of practicable policies and regulations for human resource management, made lots of positive improvement in the past few years. In all related factors, performance management played visible roles.This project conducts an investigation and analysis in performance appraisal mechanism and questionnaire survey papers for H Armed Police Corps with the support of combined qualitative and quantitative analysis method, systemic analysis method, and professional investigation technique. In the end, the main issues of current performance appraisal mechanism are concluded as follows. Unclear performance objective definition;Lack of scientific performance indicator setting system;Single performance management team member;Not stable performance measurement method;Not clear distribution on performance result level ;Not good feedback to individual on performance result;Not right further use of peformance result. Objectively, these issues result in worse implementation on performance appraisal in H Armed Police Corps, so that positive function of performance appraisal had not done, even brought to negative impact.In order to resolve these above issues, with the basis of systemic theories, unified objective-consistent theories and motiviation theories, and with the support of modern human resource management method such as Delphi technique, analytic hierarchy process and so on, the proposals are drawn to improve H Armed Police Corps’ performance management mechanism from the following technical point of view, Clear definiton of performance method, Key performance indicators’ identification and specification, weight setting of each key performance indicators, Defined distribution to Performance rating level, Postive feedback and further use of performance rating.Hopefully, this project can significantly contribute a lot to further construction on perfomance appaisal of Armed Police Force’s human resource management.
