In recent years ,to meet the urgent of constructing the information-based Armed Police Force, especially to improve the quality of the structure of primary command cadres and promote the comprehensive scientific of the army, each branches and tactical division of the Armed Police Force have recruited a large number of students as junior command cadre from local colleges and universities.The Armed Police Force has researched the approaches and measures to attract and retain the primary command cadre from local colleges from various aspects, including renewing the concept of the talents, improving the material treatment, optimizing the environmental conditions, constructing personnel system and conducting the ideological and political work, the above works have made the majority of local college students achieve the"two changes"in short time and play its role in the army.However, due to the influences by various factors, that inside and outside the army, a small number of local college student cadres, who have changed slowly and asked for transferring to civilian, have not worked in army confirmedly.Therefore, it is an urgent issue to investigate the change of the primary command cadres from local colleges in the Armed Police Force, how to provide appropriate education and training, plan the career and create a growing environment from the ideological sources, the innovation methods, the improvement on mechanisms so that it could realize the"Two Changes"and sustainable development of the army, access to higher job satisfaction ,reduce the rate of transferring to civilian, thereby increasing the overall quality of the primary command cadres in the Armed Police Force.Thus, for a long-term growth and development of the cadres in the Armed Police Force, following the"Humanist"management principles, by modern human resources management theories, it has significant research value for promoting local college students change into the eligible primary command cadres, mobilizing fully the enthusiasm in work, using talents scientifically and strengthening the construction of the junior military officers in the Armed Police Force, to study the enlistment motivations of the local college student cadres, the socialization process of the troops, the status quo and laws of the interaction between different cadres groups.By the public management and human resources management theories and methods, the paper has obtained the factors, including the enlistment motivations, the socialization of the troops, the interaction between different groups, which affect the actual situation about the changes of the local college students, through investigating and discussing with many units and nearly a hundred of junior military officers.Based on the laws, regulations and systems about the work of the junior military officers and the actual situation of the army, the paper has researched the issue that how to promote the primary command cadres from local college in the Armed Police Force to change.The paper has defined conceptions and meanings of the interaction between different groups and the socialization of the local college student cadres'troops. In addition, it has elaborated the meaning and effect of the enlistment motivations, the socialization of the troops, the interaction between different groups on improving the efficiency in the management of local college student cadres.On this basis, the paper has focused on how to guide and educate the local college student cadres in the Armed Police Force, how to plan the career and how to create a growing environment. It has put forward the basic principles and key links of the career plan for the local college student cadres in the Armed Police Force.In view of some issues about the current mechanism construction in the changing process of the local college student cadres in the Armed Police Force, the paper has provided some measures and proposals with certain reference value from the reception, training and incentives.
