After reform and opening-up, further open the market of our country has brought two aspects of the consequences. On the one hand, the socialist modernization got further development, which not only lead to the rapid development of economic in our country, but accelerate the accumulation of social wealth. On the other hand, as the differentiation of interests in Chinese people, the gap between rich and poor has widened. And the transformation of planned economy to market economy made social contradictions more complex, the uncertain factors affecting social stability is obviously increased, the sudden mass incidents is an important factor affecting social stability. Social stability is an important task of building a harmonious society, and how to prevent and deal with sudden mass incidents effectively in order to maintain social stability is the outstanding problems of government at all levels need to solve. In view of this, the governments at all levels have done a lot of work from resolving contradictions among the people and maintain social stability in the aspect of prevention, control and treatment of sudden mass incidents, but they did not form a complete set of prevention, control and disposal of emergency management system. To understand and grasp the characteristics and causes of sudden mass incidents and coping strategies correctly is good to maintain social stability, protect the interests of the people and maintain the economic and social healthy development.In this paper, I mainly keen on sudden mass incidents in our country and how the local governments to effectively deal with. Through careful analysis and research of the characteristics of sudden mass incidents, as well as the basic problems of local government in the process of deal with sudden mass incidents, I give some suggestions in the thesis. The article is divided into four parts. First chapter is introduction. From two aspects of theory and practice of sudden mass incidents research, I pointed the purpose and significance of the research. I also listed related books both at home and abroad, the article research status and main points of view, and the logic train of thought and basic framework of this article in the chapter. The second chapter is the basic theory of sudden mass incidents. I discussed the concept and characteristics of sudden mass incidents for the below inquiry and analysis. The third chapter is the cause of the sudden mass incidents. I analyzed the root causes of mass incidents from the economic and legal cause of the incident, grassroots regime operation reasons, the reasons of social management and the historical and cultural reasons. The forth chapter is prevention and treatment of sudden mass incidents. I discussed the prevention, treatment and rehabilitation of sudden mass incidents, from strengthening the construction of the government credibility, establishing early warning system, improve the law and then explores its aftermath settlement.
