The Prevention And Resolution Study Of Sudden Mass Events With Collective Appeals

In recent years, with the continuous progress of Reform and Opening in china and the continuous development of the Socialist Market Economy, the interest differentiation of social class is more obvious, conflict of interest of all sectors is more and more intense and coupled with the impact of Economic Globalization, so many sudden mass incidents which have large scale and high frequency happened in our country, These events have huge impact on the harmony of society. From the perspective of causes and manifestations of sudden mass incidents, many of the incidents have closed link with collective petitions and the proportion of sudden mass incidents accounting for the mass incidents rising gradually. Among the sudden mass incidents of petitions, the participants in the event are usually belonging to vulnerable groups society and the causes of these events mostly owing to the lack of channels which are used for expression of interest demands. Hence, in the process of prevention and resolution in petitions of sudden mass incidents, the government must take appropriate measures and methods, but not simply copy other methods of prevention and resolution in petitions of sudden mass incidents.Therefore, according to the causes, characteristic and influence of petitions in sudden mass incidents, building methods to prevention and resolution petitions in sudden mass incidents has important signification in reducing the incidence of sudden mass incidents and improving the ability of the government to cope with them. Theoretical study about collective petitions is important. Hence, this paper will study the prevention mechanism of collective petitions and take the example of the case of Fishermen Mass Event with Appeals occurred in one island. In order to provide useful guidance for the government to prevent and resolute petitions in sudden mass incidents.The contents of this paper include the following aspects. This paper will firstly introduce the basic theory of collective petitions and theoretical results researched by domestic and abroad scholars, define the concept and characteristics of collective petitions and analyze Petition System in our country. Secondly, it will analyze the quality, causes and impacts of collective petitions on the foundation of the case of Fishermen Event with Appeals. Then this paper proposes some measures for preventing collective petitions from the perspective of resource and organizations, it thinks that people should complete the Interest expression mechanism, Major decisions argumentation mechanism and the acceptance procedures of petitions, and strengthen the education and training of leaders. The forth is this paper will analyze the operational processes of preventing collective petitions and propose the beforehand early warning mechanism. It considers that the government should enhance the relevant information collection and analysis of advance warning and improve the emergency response capabilities and safeguards in the process of the events, and improve the aftermath disposal events. Finally, from the perspective of method and evaluation, this paper proposes the way of preventing collective petitions, and it considers that we should adjust the way of social governance, build social security system, and reinforce the planning job of prevention system of collective petitions.This paper defines concept, characteristics, causes and impacts of collective petitions, and then proposes specific suggestions from three aspects, including resource and ability, workflow of prevention, methods and measures, so this paper is helpful for the government to improve the level of awareness in sudden mass incidents of petitions. And finally reducing the incidence of sudden mass incidents in petitions and achieve the harmony and stability of our society.
