The details are as follows:Firstly, the article summary elaborates the “fuse” blocking mechanism of sudden massincidents. Introducing the meaning of sudden mass incidents and the fuse incidents, the eventtype and characteristics of the fuse incidents, and the conditions of the fuse incidents changedinto sudden mass incidents.
