In order to solve three problems concerning countryside, agriculture and farmers during the process of New rural construction, and enable more colleague graduates to get job opportunities, our country is gradually implementing the policy of the collogue graduates serving as the the village cadres. In1995, Feng county in Jiangsu Province started to employ some colleague graduates in the selection of grassroot villages cadres, and then some other provinces and cities followed suit. In order to regulate the conduct of selecting and engaging university graduates as the village cadres, the state has issued many guidance documents successively to raise guided opinions on college graduates serving as village cadres since2005. We call these regulative documents as "policies on collogue graduates serving as the the village cadres".Policies on collogue graduates serving as the the village cadres are complicated in terms of implementation processes. Policies mainly come from practices and still haven’t come up with systematic theories. This thesis sum up the basic content, evolution and main features of the policy of collogue graduates serving as the the village cadres.It adopted the questionnaire, interview, comparative analysis, and literature research,to sum up the major achievementsThe effect of the policies on collogue graduates on new rural construction is positive, but there are some restrictive factors in the practical work. It pointed out from policy, college graduates serving as village cadres and social perspectives to point out that the existent of the college graduates serving as village cadres policies encounter various problems, such as the absurd legal status, the defects of the system design, unstandardized management, insufficient understanding of colleges graduates, insufficient understanding of the job skills, the lack of social environment and the adverse effects.By the analysis of the theoretical model of Smith, from subjective and objective analysis from the objective and subjective reasons including the policy itself, the executing organs, target groups, policy factors such as environmental problems of university student serving as the village cadres policy. It has put forward opinions and the suggestions from a clear legal status, the college student village cadre job duties, selecting mechanism, training mechanism, evaluation mechanism, wage and welfare mechanism and exit mechanism, and clarify the positions of implementation of comprehensive quality of college student village cadres and adaption of rural life from perspectives of the party committee, government, organization, propaganda, human resources, agriculture and so on.. |
