College graduates serving as Village Officials is a major strategic decision of the Chinese government. The program can not only enhance the structure of China’s rural areas officials, improve the overall quality of cadres but also change the ideas and concepts of villagers in rural areas. Still, it is significant for building a new socialist countryside. On the other hand, the plan can generate a new channel to broaden students’ employment and inspire policy thinking of basic cadre selection and other aspects of the new approach. This paper studied the employment status quo of college graduates serving as Village Officials and proposed Career Development Strategies of this group.First of all, this paper starts from the research trend. The theoretical basis of the paper is Maslow’s hierarchy of needs, equity theory of Adams and career planning theory of Parkinson. In the empirical research,the author Investigated 45 College graduates serving as Village Officials of Weicheng District, analyzed the results of the survey, and described the status of work and psychological demands of College graduates serving as Village Officials.Secondly, this paper confirms the positive role played by the College graduates serving as Village Officials in rural grass-roots work, including the optimization of the education, age and ability structure of the basic cadres, which leads to enhance the overall quality of the basic cadres and the masses. College graduates serving as Village Officials also help people to get rich and to promote rapid economic development in rural areas by teaching them agricultural technology and introducing in investment projects. They assist local village cadres in improving village’s appearance and legal policy advocacy and dissemination of culture and education. All this indicates that College graduates serving as Village Officials made remarkable achievements in building a civilized village.Third, in this paper, the difficulties and the causes faced by the College graduates serving as Village Officials are described and analyzed. We find that many of the difficulties they meeted with in their work. For instance, village identity brings some special embarrassment, meager salaries, the profession is not suitable for rural areas. Most of them still confused about their future. The causes of them lie in that they are not recognized by society, due to inadequate laws and policies, imperfect management system and aid measures etc. The main reason is that college students also have some shortcoming, which makes them hard to better play their role in the work.Finally, this paper puts forward the countermeasures and suggestions for improving College graduates serving as Village Officials work implementation effect. This paper suggested that the government should establish long-term effective mechanism of College graduates serving as Village Officials policy at the policy level. At the same time, the government should guarantee the better growth of College graduates serving as Village Officials. On the other hand, College graduates serving as Village Officials also need to strengthen the overall quality, and theoretical study and practice continuously to improve their ability to work.
