| In recent years, with the rapid economic development of our country and the advancing economic globalization of the world, public crisis events occur frequently and almost cover all fields. From American "nine eleven" terrorist attacks to the breakout of SARS crisis in our country happened in2001, then to our country’s Wenchuan earthquake in2008and Yushu earthquake in2011, public crisis events draw much attention all over the world. For facing the crisis, government departments should take their responsibilities for the crisis management. The way to effective reaction of the governments for the public crisis events becomes their urgent topic for discussion. However, in the process of the crisis management, whether the government information can be open to the public quickly and effectively, it will exert direct influence to the efficiency of the crisis management and determine whether the crisis can be solved successfully. On May1,2008,’China’s Regulations of Government Information Publicity", which is named’Sunshine Act’, was proposed. It marks a new stage for the information publicity of the government of our country. Nevertheless, considering the late access to the study of the theme and restrictions imposed by the traditional thoughts, there are still some defects in the work of information publicity. Therefore it’s much of significance to improve the information publicity of our country and explore the mode of crisis management.The thesis consist of five sections, which is studied and analyzed on the basis of theories such as administration science, political science, the science of law, information management science, economics and so on.Section I is for the introduction. It will illustrate the relevant theories and definitions for the crisis management and information publicity and give research methods and innovations.Section II is based on the cases of the Wenchuan earthquake and Yushu earthquake. It will introduce the successful experience of our country for the information publicity in crisis management. Section Ⅲ gives introductions to the shortages of information publicity in crisis management in our country.Section Ⅳ gives introductions to the successful experience of the other countries’ governments in the issue of information publicity.Section Ⅴ covers five parts which are the strategies to improve the systems of the government information publicity in our country, including realization of open legal system, establishment and improvement of the information system for the crisis management and the supervision system for the information publicity, as well as harmonious interactions among the government, the media and the public. |
